The Commercial Card Program
The Commercial Card Program is an integrated payment solution designed to optimize and control university business expenditures. This program utilizes a suite of commercial cards to consolidate various institutional payment needs. The cards offered include the Procurement Card (ProCard) and Instant Card.
Procurement Card (ProCard)
An institutional credit card issued to authorized personnel for the streamlined acquisition of approved goods and services for official business purposes.
Network & Acceptance
MasterCard: The ProCard is a corporate MasterCard, accepted worldwide at millions of vendors. This provides the university with robust fraud protection and detailed transaction data for every purchase.
Spending Thresholds
Standard Limits: Cardholders may request a spending profile with up to a $15,000 single transaction limit and a total $75,000 monthly credit limit.
Limit Increases: These caps are designed to cover the majority of departmental needs. If your business requirements necessitate higher limits, please contact the Commercial Card Office for a formal review.
Tax-Exempt Status
Regional Exemption: The university is a tax-exempt entity only within the State of Texas. Cardholders must verify that Texas sales tax is not applied at the point of sale.
Out-of-State Transactions: Please be advised that out-of-state or international taxes may be charged to the card, as our tax-exempt status does not legally extend beyond Texas borders.
Receipt Management
Itemized Documentation: Documents related to the transaction must be sent in full to Image Retrieval Services within one month of the final approval deadline.

Instant Card
A virtual card tool enabling authorized personnel to execute immediate, approved business purchases for the university without a physical card.
Network & Acceptance
MasterCard Virtual Deployment: The Instant Card is a digital MasterCard issued via a secure portal. Ready for immediate use, it works with Apple/Google Pay for contactless or online transactions daily.
Dynamic Spending Controls
Project-Specific Limits: Unlike the standard ProCard, the Instant Card can be configured with dynamic spending caps tailored to a specific event or project, up to a maximum $15,000 transaction limit.
Temporary Authorization: Cards can be set with a pre-determined expiration date, making them ideal for one-time guest speakers, temporary research needs, or short-term departmental project.
Digital Tax Compliance
Embedded Tax-Exempt Status: The digital card profile is linked to the University’s Texas Tax ID. Cardholders must ensure vendors omit sales tax by providing the digital certificate stored within the app.
Automated Non-Tax Verification: The system flags transactions including sales tax, prompting the cardholders for immediate correction with the merchant.
