Rogelio Anasagasti

Rogelio (Roy) E. Anasagasti joined the university as Assistant Vice President for Procurement and Payment Services on January 6, 2020. With experience in procurement roles with  Jackson Health System, Miami-Dade County Government in Florida, and Houston Community College System for close to nine years as Executive Director of Procurement Operations, Roy has overseen centralized procurement functions for all goods and professional services in support of both educational and governmental students, faculty, and staff.  Under his purview the Procurement and Payment Services team seeks to provide training, ongoing support and development to colleges, schools, units and researchers to strategically address sourcing, contracting, revenue generating opportunities and payment needs, while safeguarding for the highest-level of qualified and diverse supplier performance. 

Serving UT Austin as a trusted partner while providing integrated procure to payment support, the vision of the Procurement and Payment Services team is to deliver value through innovative solutions that meet the university’s needs in a streamlined and compliant way.

Business Contracts Office

Led by Business Contracts Administrator Linda Shaunessy, the Business Contracts Office provides review, approval, and execution of business contracts required for the procurement of services and the University’s revenue generating contracts.

Construction Procurement

Led by the Senior Contracts Manager Stephanie Hunter, the Construction Procurement Office is responsible for the purchasing and contract management of all goods and services related to capital construction projects for the university. The team manages contract compliance and supports fiscal responsibility while adhering to the requirements of federal and state laws, UT System regulations, and university policies and procedures. The team strives to promote teamwork, encourage fair competition, provide good customer service, and maintain efficient and effective operations

Historically Underutilized Businesses (HUB) and Small Businesses (SB) Program Office

Led by Director Tiffany Dockery Gibson, the HUB/SB office maintains a commitment to increasing the number of contracts awarded to State of Texas minority, woman, and serviced-disabled owned businesses, as well as Federal small businesses concerns.

Payment Services

Led by Assistant Director Cindy Gregg, Payment Services creates, reviews, and approves documents, maintains the vendor identification system and generates payments to vendors. This office also includes Accounts Payable, Travel Services, and the Vendor Identification (VID) Section

ProCard

Led by ProCard Manager, Sara Palacios, the procard team monitors compliance and maintains internal controls that facilitate procuring goods and services via university issued credit card. 

UT Market

Led by e-Commerce Coordinator Alison Labrie, UT Market is the university’s eProcurement system which hosts a variety of secure supplier catalogs where you can create a shopping cart and then convert it into a University purchase order.
